Meet Daphne Campbell of Florida Nurses Home Health Agency in City of North Miami

Today, we’d like to introduce to you, Senator Daphne Campbell.

Before we jump into specific questions about your agency, why don’t you give us some details about your journey to the United States.
Former Florida State Senator District 38. Born in Haiti and migrated to the United State at 23 years of age.

My name is Daphne Campbell, I was born in Cap-Haitian, Northern Haiti and I grew up with four siblings in the same city.  In 1977, I relocated to the Haitian capital of Port-au-Prince in order to complete my “secondary studies” (Bac I and Bac II), which is the equivalence of high school in the US. Afterward, I attended the Haitian National School of Nursing and graduated in 1981.

Like countless Haitians, my mother didn’t have a formal education, hence, she was not what called a “professional” per se. However, as a single parent, she was able to raise and provide for us by making cookies, candies, patties, and cakes. Her pastries were the main source of income that enabled her to educate my siblings and I until we became accomplished professionals in our own domain in 1992.

As mentioned above, the countless sacrifices of my mother have pushed all my siblings and I to become the successful professionals that we are today. For instance, my oldest sister whom in 2014 succumbed to an aggressive cervical cancer was a Registered Nurse and Pharmacist. My brother who is the second child of my parents is a Neurosurgeon and one of his children is a Medical Doctor who specialized in OB-GYN. My third sister is a Registered Nurse who lives in Ottawa, Canada. I also have another sister, the last one, who is an emergency Registered Nurse who works in a New York hospital. She is currently assisting lots of patients who are infected by the COVID-19. Like my siblings I have been working in the health care field as a Registered Nurse specializing in critical care and Home Health Agency industry.

Furthermore, in 1981 I moved to New York right after my graduation in Haiti as a Nurse. After few weeks leaving in the Big Apple, I decided to seat for the nursing board exam. That successfully decision enabled me to spend six years working in different hospitals in New York City as a Nurse

In 1987, I decided to relocate to Miami, Florida where I lived for almost 33 years. I’m an entrepreneur with an open mind for different businesses in the healthcare industry.

During my time in the city of North Miami, I started several businesses including Health Care Clinic ”Omega Medical Center,” 1990-2003; Professional Group Homes, 2002-2008; Professional Retirement Home, 2003-2006; Professional Group Home Enterprises Corp Florida Nurses Home, 2002-2009; Home Health Agency, Inc., 2007-present.

In 2003, I closed my clinic with over 300,000 patients. It is worth noting that the clinic had five different practices such as: Family Medicine, Pediatric, Podiatry, Psychiatry, and Endocrinologist and in 2006, I closed my 15 behavioral mental health group homes.

In 2010, I led a very successful electoral campaign as Florida State Representative. I was elected and served the great State of Florida as a State Representative Representing District 108 for three consecutive terms. In 2016, I decided to run for a new open seat in the Florida Senate. I was able to win that seat with 67% of the electorate and became the first Haitian American State Senator in Florida.

During my campaign I have encountered countless citizens who have voiced their concerns regarding their loved ones who have been seeking to obtain a green card. Some of those compatriots stated that they had relatives who have waited for so long that they died before getting the opportunities to come to the United States. Their stories had moved me so much that once elected I filed a bill in the house chamber for “Family Reunification Parole Program,” which was failed in 2011. Persistent, I refiled that same bill the following year in 2012, that was also unsuccessful. I relentlessly continue to file the same bill until I gained the result that I was seeking for the people in my community. Thus in 2014, my bill, the “House Memorial HM 151” was passed in both chambers. Inspired by the strength and courage of my people I could not give up, as I was determined to get some reliefs for those brave Haitian citizens.

My work did not stop there. After the passage of “HM 151,” I wrote several letters including a bill to President Barack Obama and its administration. I asked him to issue an Executive Order mirroring the ”Cuban Family Reunification Parole Program.” Such an executive act would enable Haitians to receive the same treatment as the Cubans, I argued.  In 2014 just before President Barack Obama termed out, he did sign an Executive Order implementing that “Family Reunification Parole Program” throughout the 50 States of America.

Has it been a smooth road?
My journey in politics has been very rough. I have experienced major blows and setbacks. Being a black woman, a conservative democrat, a humble, and a down to earth person could create major challenges within the political sphere. I received major attacks and even threats because of my ethnicity, beliefs, and values. Nonetheless, these are far from deterring me in my battle for the people in my community. It is self-sacrifice to assist everyone with their struggles or problems in the community, especially our underserved or black low-income families. That’s why I’m proud to ware that hat, “Voice for the Voiceless.”

Beside the different businesses, I’m the Founder, President/CEO, Director of Nursing. We serve patients in their homes; thus, we bring healthcare to them. I’m proud of our qualified professional staffs as well as our devoted patients who have been with the agency since 2007. Our greatest care for them and their satisfaction toward the agency is some of the aspects that motivate me the most. In addition, my experiences, character, humility, professionalism, and strong personality are some of the attributes that make a huge difference in our operation.
